International permits are only valid for the first 12 months after entry into Japan. There are no exceptions, even if you can renew your international permit.

Foreign residents can convert a valid foreign license (car and/or motorcycle) to a Japanese license any time. Proof that you lived in the country that issued your license for 3+ months after it was issued is required. (It does not need to be the same country as your citizenship, but you need documentation to prove you were living there.) In Japan, a normal car license also allows you to drive a scooter at speeds up to 30 km/h.

Recently I have helped a few friends with converting their foreign license to a Japanese license at the Ehime Driver's License Center in Matsuyama. Unfortunately, the process is different depending on your home country or state. Someone from Group A can get a Japanese license without trouble immediately after arrival in Japan, while someone from Group B may struggle through repeated tests after living here for years.

Group A: Countries that are EXEMPT from the driving test on the course (as of August 2025)

1. Iceland 2. Ireland 3. USA (Ohio, Oregon, Colorado, Virginia, Hawaii, Maryland, Indiana, and Washington State ONLY) 4. UK 5. Italy 6. Australia 7. Austria 8. Netherlands 9. Canada 10. Group B: Countries that are REQUIRED to take the driving test on the course (as of August 2025)

Reference: Tokyo Police Department (Updated August 5, 2025)

You need to provide proof that you lived in the country that issued your license for 3+ months after it was issued. If you renewed your license during a quick trip home, it will not be accepted by the Ehime license center without proof of previous licenses or driving records.

If you can only prove 3 months, you will be required to put the “green leaf” probation sticker on your car. Please provide proof of 12+ months of residency to be exempt from probation.

Passport stamps can be used as proof, if your country stamps its own citizens (the US does not stamp consistently.) Otherwise, you will need to print out old rent payment statements, monthly salary statements, utility statements, mobile phone bills, school transcripts, your official driving record, or something else convincing. It does not have to be a consecutive 3 months – it’s technically OK if it’s a few weeks in one year, and a few months in another year as long as the total is 3+ months.

However, bank statements, credit card statements, and tax returns might NOT be accepted because, as you have probably experienced, these can still be maintained while living in Japan.

Ehime license center does not have a place to print out these documents. If you forget, you will be directed to a convenience store 1km away.

2024/11 Aerial Work Platform Certification

In November, I enrolled in an aerial work platform skill training course to become certified as a bucket truck operator. The class takes 2 days and includes lectures in physics and operation training.

My main reason for getting certified was to help decorate the Kinei Elementary School Dream Tree. The PTA worked with 3 trucks to decorate the full height of the tree at 25 meters (6 stories). The 2024 Dream Tree design is "Happy"!

11月に高所作業車運転技能講習で高所作業車の資格を取りました。2日間の授業の内容は力学の勉強や高所作業車の実技練習でした。
この資格を取る理由は金栄小学校のドリームトリーの行事です。PTAのメンバーが3台の高所作業車で25メートル（約6階）の樹を派手に飾りました。2024年度のテーマは「ハッピー」！

In August 2023, I completed the Business Japanese Proficiency Test (BJT) and was evaluated as J2 (513 points) without preparation or practice. My goal for 2024 is to score J1 (530 points or higher).

In May 2023, I was assigned to a large-scale construction site (scaffolding) for the World Aquatics Championships 2023 in Fukuoka. All interpreters agreed that our work would be more efficient if we had full harness certification, so we completed training courses which allowed us to climb to the top of the structures.

Likewise, rates for interpretation overtime (work exceeding 8 hours) will be raised from 4,000 to 5,000 yen/hour.

2022/11 Ho Chi Minh City

Work gave me the opportunity to visit Vietnam for the first time in November.

We spent a busy week doing factory visits in search of new food products. Each day took us to a new town direction - we drove 4 hours to the South, and 3 hours to the East - returning to Ho Chi Minh City each night.

The food was wonderful, the people were wonderful, the neighborhoods were colorful and safe, and the domestic factories are ambitious with a lot to offer. I am excited to do more business with Vietnam.

仕事の都合で、初めてベトナムに行くことになりました。

大忙しい1週間をかけて、新商品を探しました。毎日新しい町に出かましたー南へ4時間、東へ3時間ー夜はホーチミン市に戻りました。

食事は美味しかった、地元の人は優しかった、町路はカラフルで治安が良い、国内の工場は期待あふれて、面白かったです。次の出張も楽しみにしています。

2022/10 Saijo Festival and Niihama Taiko Festival

During the COVID-19 pandemic, all large events were cancelled, especially the traditional festivals. In October 2022, both Saijo and Niihama were allowed to hold their local festivals for the first time in 3 years. Some of the larger events were still canceled, but it was wonderful to see the teams and crowds again.

コロナ禍で地方際を含めて、大人数のイベントはすべて中止になってしまいました。2022年10月では、3年ぶりに西条秋祭りと新居浜太鼓祭りが開催されました。その中、より大きいイベントが中止になりましたが、各チームと賑やかな観客を観覧できることができて本当に嬉しかったです。

August was spent enjoying the wonderful nature near our home. The Seto Inland Sea has many beautiful beaches, but it was the first time we visited the most famous beach, Chichibugahama.

Many people in our area prefer rivers to the ocean, and we have more than one great swimming spot to choose from. You'll know it's summer when you see life jackets drying in the yard.

We visited the US for the first time in 4 years.

Three weeks of our five-week trip was spent in my home town, Mountain View, California.

We went to parks, restaurants, amusement parks, and arcades, and a pinball expo.

4年ぶりにアメリカに帰省しました。

5週間のうち、３週間は私の故郷、カリフォルニア州マウンテンビュー市で過ごしました。

Our trip also included my first trip to Alcatraz, and shows my daughters the beautiful city and unique campus of my college, UC Santa Cruz.

2022/07 Virginia, DC and Chicago

We visited the US for the first time in 4 years.

After a few days in California, we flew to the East Coast to visit family in the DC area. We stayed in the Applachian forests of Virginia, watched fireworks on Independence Day, rode horses through the woods, and visited the amazing museums in Washington, DC.

4年ぶりにアメリカに帰省しました。

数日だけカリフォルニアに過ごしてから、東海岸に移動して、ワシントンDC近くの親戚に会いました。アパラチア山脈の森に泊まって、独立記念日の花火大会を見て、森で乗馬体験をして、ワシントンDCの偉大な博物館を巡りました。

From DC, we rode Amtrak to Chicago. It takes 18 hours overnight and goes through some beautiful rural areas. In Chicago, we reconnected with family and explored downtown.

2021/05 Charity Translation Support

Here's an update about my work for Mr. Uzi, the vocalist of Aggressive Dogs .
Fundraising projects have been active in the US and Japan. One of the most successful projects was a compilation album of songs donated by friends in the punk and hardcore scene. I assisted with translating emails between Japanese and English.

SAVE THE VOICE Part 2 was released in April 2022, featuring rare and unreleased tracks from 48 bands.

All proceeds go directly towards Mr. Uzi's treatment for lung cancer.

I have a big announcement.

At the end of March 2022, I left my English teaching job after 13 years. In April, Laney & Iizuka Linguistics was officially upgraded from my side business to full-time self-employment.

This decision allows for expansion of interpretation services. My experience covers a broad range of industries, but my personal interests lean towards medical interpretation (doctor's visits and pre-surgery testing) and event/trade show interpretation (as booth staff or a bilingual attendant). I hope to apply my experience from working at the Tokyo 2020 Olympics and Paralympics to serve local companies in the Niihama area.

Jocelyn Laney Iizuka

Jocelyn, originally from America, is celebrating 16 years in Japan this month. She is a freelancer translator, interpreter, and English teacher. Her career is on the rise, including working as support staff for sports event guests this summer. We invited Jocelyn to tell us more about her recent work and other international experience.

Jocelyn is originally from Silicon Valley – Google HQ is just a 10 minutes walk from home. She majored in Linguistics and studied the structural differences of languages from around the world. Immediately after graduation, she came to Japan to work as an English teacher - her company assigned her to live in Niihama.

Connecting Niihama and the world through language

During her first year in Japan, the realities of living independently and commuting by bicycle were more surprising than the differences between American and Japanese culture. “Doing grown up life for real was a big deal,” she laughs.

　After 2 years working as an English conversation teacher, she switched her reach to kindergarten and other schools. One day, a friend recommended translation and interpretation work. Currently, she translates across a number of fields including tourism, health care, and business. When asked what her recent favorite project was, she said “Helping to create souvenirs for Kuwait.” Kuwait is well-known as an oil giant, but there are not many unique souvenirs. Her client said, “We want to make a new souvenir for Kuwait!” and reached out to a Japanese illustrator, with Jocelyn serving as a translator. Due to travel restrictions, everything was decided through email, and after 2 years, a jigsaw puzzle with a scene from the Persian Gulf was finally shelf-ready. “When I saw the finished product, I was incredibly happy and satisfied,” she says.

　Her translation and interpretation work focuses on clear communication, with an awareness of “how to express the intended meaning of Japanese phrases.” Japanese is full of neologisms and new vocabulary, and cultural references are key to understanding. When asked how she became comfortable with Japanese culture, she says, “It’s all thanks to my family.”

　Jocelyn lives with her Japanese husband and 2 kids in an English-speaking home. If she hears a new phrase on TV, she asks her husband for clarification and adds it into her vocabulary. “I’ve never had trouble living while in Japan because my family supports me.”

　This summer she had a big job in Tokyo that was rescheduled from last year. Jocelyn worked as a supporting member for the Spanish committee members during their visit to Japan, serving as a driver and interpreter for event guests and visitors. Spain hired a large team of around 30 support staff with a variety of backgrounds, some of whom could only speak English, or could only speak Spanish and Japanese with no English at all.

　Jocelyn found her skillset of English, Japanese, and basic Spanish to be a great match. She started as a driver, transporting clients between hotels and sports venues, but she was eventually moved up to the management office to assist with dispatch while continuing as a driver.

　Although she couldn’t enter any of the sports venues, she managed to trade pins with visitors from over 30 countries.

“My ID card covered in pins is one of my favorite memories.”

　“I wanted to boost my career,” she says about her decision to work in Tokyo. “But I couldn’t have done a solo business trip to Tokyo without the support of my family. I am forever grateful.” She was worried about being away from her family for the 6-week period starting from the opening ceremony on July 23 ^rd until the closing ceremony on September 5 ^th , but she says that “this experience reaffirmed that I want to keep doing translation and interpretation.”

　“Niihama has many companies with world-class technology. I want to use my translation and interpretation skills to help promote them to a global audience.”

　Jocelyn’s ambitions of connecting Niihama and the world continue to grow.

2021/10 Creating new souvenir products

When I this package arrived, I squeaked in delight. My client in Kuwait had a dream of creating a new souvenir that was easy for tourists to carry home, and can enjoy forever.
They reached out to a Japanese watercolor artist and commissioned a painting of an al-boom dhow ship in perfect detail. The complete process from initial inquiries to production and packaging took around 2 years.

B efore the Paralympics started, I went to the Pokemon Center DX in Nihonbashi and got gacha gacha (capsules) of Tokyo exclusive pins.

パラリンピックの前に、日本橋のポケモンセンターDXで東京限定のピンをガチャガチャで買いました。

I traded my Tokyo Pikachu pins (and Asakusa and Yurikamome pins) for national pins in the hotel, in venue parking lots, and at the Paralympic Village gate.

ホテル・競技場の駐車場・選手村の門でこちらの東京ピカチュのピン（浅草とゆりかもめ線のピンも）を各国の参加者と交換しました。

2021/08 Comité Paralímpico Español

After the Olympics, I continued working as a driver for the Spanish Paralympic Committee (Comité Paralímpico Español) at the Tokyo 2020 Paralympics. We had 7 drivers and a fleet of 4-5 cars to cover 2 weeks of events. Driver accreditation didn't allow us to enter any venues, so we waited in the parking lot.

オリンピックの次、パラリンピックの時もスペインの運転手として参加しました。運転手は７人、車は４～５台、期間は２週間。運転手のアクレディテーションで競技場に入場ができないため、私たちは駐車場でスタンバイしました。

Hanging out in parking lots still gave opportunities to meet people from other teams. Athletes took buses to events, but staff staying in hotels required cars for transport.

駐車場で他のチームと会える機会がたくさんありました。スポーツ選手はバスで競技場に行ったいましたが、ホテル泊のスタッフは車で移動しました。

Office days with the committee managers

With president of the Basketball Association, Soccer Association, and volunteer translator

In the second week, I was moved to the office to serve as Assistant Fleet Manager. I dispatched cars, prepared some paperwork, and assisted with some translation. Luckily I studied Spanish in high school and was able to remember enough to follow basic conversations.

２週目に私が副マネジャーとして事務所に上がることになりました。送迎の指示をだして、書類を製作し、翻訳をしました。高校時代、スペイン語を勉強していたおかげで、日常会話を聞き取ることもできました。

Spain VS Brazil soccer final

Driver accreditation didn't allow us to enter any venues, so we watched the Olympics on TV just like everyone else. Here's the most exciting night at work: the Spain VS Brazil soccer final. I enjoyed working with everyone in the office, and doing the daily Tokyo commute for the first time in my life.

運転手のアクレディテーションで競技場に入場ができないため、私たちもテレビでオリンピックを見ました。事務所で一番盛り上がった日はスペイン対ブラジルのサッカー決勝戦。事務所の仲間とお仕事することは楽しかったです。人生初の東京通勤も面白かったです。

This year I found a job working as a driver for the Spanish Olympic Committee (Comité Olímpico Español) at the Tokyo 2020 Olympics. We had around 30 drivers and a fleet of 17 cars to cover 3 weeks of events. Our team was a mix of more than 10 nationalities, but every driver was a resident of Japan with a Japanese driver's license.

今年はスペインオリンピック委員会の運転手として東京２０２０オリンピックに出張しました。運転手は約３０人、車は１７台、期間は３週間。メンバーの国籍は10か国以上でしたが、全員は日本の在留資格と運転免許を持っています。

However, bank statements, credit card statements, and tax returns might NOT be accepted because, as you have probably experienced, these can still be maintained while living in Japan.

Ehime license center does not have a place to print out these documents. If you forget, you will be directed to a convenience store 1km away.

2021/01 Submitting edits on Google Maps

I love Google Maps. If you have a gmail account, then you are already registered with one of the largest review sites in the world. Users can write reviews, add new places, and make edits to existing listings.
One of my hobbies is adding English names to Japanese businesses on Google Maps.

私は Google Mapsが大好きです。Gmailのメールアドレスがあれば、だれでも世界最大のレビューサイトのユーザーになっています。一般ユーザーはレビューを書いて、場所を追加して、マップの編集もできます。
私の趣味の１つはグーグルマップにお店の英語の名前を修正することです。

This is a popular takoyaki shop in my town. It doesn't have an English name on Google Maps yet.
こちらは人気なたこ焼きのお店です。グーグルマップでは日本語のみ。

On every Google Map listing, there is a [Suggest an edit] button.
各場所の情報に、「情報の修正を提案」のリンクがあります。

Just type an English name and click Send. If approved, the edit will appear within 24 hours.
英語の名前を入力して、「送信」をクリックをするだけ。内容が承認されたら、２４時間後に表示されます。

Another common mistake is automatic romanization of a Japanese name. This daycare's name is crushed into one word, and the romaji is incorrect (沢津 is locally pronounced as さわづ Sawazu, not ざわつ Zawatsu.)
もう１つのパターンは、自動ローマ字。こちらの保育園の名前の英文は長くて、ローマ字のミスもあります。（新居浜市の沢津は「ざわつ」じゃなくて「さわづ」です。）

I added spaces and fixed the spelling.
スペースをあけて、スペルを修正しました。

Users can clarify if they are adding a new business, or editing a current listing.
新しいお店なのか、情報の修正だけなのか、はっきりさせます。

Google will review each suggestion before approval.

2021/01 Charity Translation Support

One long-term task I have been working on over the past few months has been volunteer translation for Mr. UZI, the vocalist of Aggressive Dogs. After his lung cancer diagnosis in September 2020, his friends in the US, Australia, and Europe reached out to organize crowdfunding for radiation. Quick, casual translation of emails and website content makes it easier to manage donations and boost awareness.

2020/11 Exam, Diagnosis and Surgery

This month I had the honor of assisting a friend with exam, diagnosis and surgery for his knee pain. His doctor speaks good English, but the hospital paperwork and inpatient orientation needed a translator. It was a bloodless (arthroscopic) surgery with partial anesthesia, so the staff allowed me to stay in the OR and watch and describe the whole process. The surgery was a success and his knee pain was relieved.

今月は友人のひざの痛みの件で、診察と診断と手術の通訳をしました。外科医の方は英語が得意だけど、病院の書類や入院案内は翻訳・通訳が必要でした。無血手術（関節鏡）と下半身麻酔のため、私がずっとオペ室に座って、観察・通訳することが許されました。手術は成功して、ひざの痛みがなくなりました。

2020/10 Hello!NEW ReDESIGN Project

This project matches professionals and volunteers with an interest in local Niihama products, souvenirs, and package design to develop sustainable community building.

Each team has 3 volunteers, 1 company representative, and 1 professional designer. My team was assigned to redesign the label of Shichifuku, a shochu made from a variety of sweet potatoes grown on Niihama's island, Oshima.

We will hold meetings October through December to design a new label. The final product will go on sale in February 2021.

新居浜市の名産品・物産品とデザインに興味のある皆さんをマッチングし、持続可能な地域振興に結び付ける協働プロジェクト。

各チームにはボランティア３人、会社の代表１人、プロデザイナー１人で取り組みます。私のチームは「七福」と言う焼酎の新ラベルを考えます。この焼酎は新居大島の名物「七福芋」で作られています。

デザインミーティングは１０月～１２月に行います。新作商品の販売は２０２１年２月予定。

2020/07 Tokyo Olympics postponed to 2021

2020 has been a hard year for most people. The COVID-19 pandemic has changes lives and industries both short-term and long-term. This week, I was scheduled to be working at the Tokyo 2020 Summer Olympics. My job as a driver and interpreter for German camera crews would have taken me to events inside Tokyo and around the neighboring prefectures. Unfortunately, everything has been delayed 1 year. If the Olympics are allowed to happen on schedule in 2021, it is going to be a very exciting time.

2020年は大変な１年間です。コロナウイルス（COVID-19）のため、個人のくらしとビジネスはすっかり変わってしまいました。本来は今週、私が東京オリンピックに出張する予定でした。仕事の内容はドイツメディアのカメラマンの運転と通訳で、東京都内と周辺の県の各イベントを回ることでした。残念ながら、１年間の延期になりました。もし2021年にスケジュールどおりにオリンピックが開催されるなら、今まで以上盛り上がるでしょう。
